DELTA TO SPEND N1.2 BILLION ON PRIMARY SCHOOL TEACHERS’ PROMOTION ARREARS GOVERNOR EMMANUEL UDUAGHAN, FLANKED BY DEPUTY GOVERNOR, PROF. AMOS UTUAMA (LEFT) AND COMMISSIONER FOR EDUCATION, DR. HOPE EGHAGHA, CARRIES A PLACARD TO "PROTEST" AGAINST STRIKE ACTION BY TEACHERS DURING A STAKEHOLDERS MEETING ON EDUCATION, AT THE UNITY HA Delta State Government is to spend about N1.2 billion to pay the promotion arrears owned Primary School teachers in 2006 and 2007 by Local Government Councils in the state. Governor Dr. Emmanuel Uduaghan who announced this at a stakeholders meeting on education in Asaba said the state government took the decision to intervene on the payment because of his administration’s interest in the welfare of teachers. Dr. Uduaghan said the payment of the arrears will be spread over some months and appealed to the teachers to bear with the state government. He explained that the payment of salaries, promotion arrears and leave grants was the responsibility of Local Governments but disclosed that the state was helping out to ensure good rapport between the state government and teachers in the state. Dr. Uduaghan also promised to ensure that the promotion of teachers was not delayed and directed the state Primary Education Board Chairman to release pending promotion letters to the teachers. The governor who also disclosed that the state government was already releasing N274 million naira monthly to local government councils to argument the payment of salaries to teachers, enjoined local government councils to be alive to their responsibilities in the education sector. "We are already doing a lot to assist local government councils in meeting their responsibilities in the education sector. We are assisting in promotion arrears and we are assisting in the payment of salaries,” he said. Dr. Uduaghan therefore directed local government councils to as a matter of urgency release subvention to local Education Authority Secretaries to enable them perform. He said the release of subvention would guarantee the smooth running of education in Primary Schools adding that as councils have the responsibility to control the education Secretaries, the councils should also have the responsibility to empower them to perform. Continuing the governor said "to whom much is given much is expected. If you release allocation to local government Secretaries they in return will give to heads of Primary Schools and the primary School system will function smoothly". Dr. Uduaghan appealed against any form of strike in the state explaining that workers should always explore the open door policy of the state government by using dialogue to resolve all contending issues. He said his administration would always attend promptly to issues bordering on workers welfare and enjoined them not allow political opponents use them against the state government. The state Chairman of NUT, Comrade Mike Akusu expressed appreciation to the governor for the positive role he is playing in the education sector. Comrade Akusu recalled the deplorable state of infrastructure in Primary Schools before the governor took over and commended him for the bail up fund. He complained of none payment of subvention to local Education Authority Secretaries and appealed to the governor to intervene on the issue. The Chairman said the payment of subvention would assist primary school heads to perform well.
