About 7,000 ghost workers have been uncovered in Delta State civil service. The ghost workers had been receiving salaries, allowances and all other entitlements due to genuine workers through surrogates in the civil service of the state, running into billions of naira.
The lid was blown open when the state government screened workers in the state civil service through the biometric capture exercise.
Governor Emmanuel Uduaghan, who spoke during an interactive session with labour leaders at the weekend in Asaba, said the discovery had significantly reduced the wage bill burden which had hitherto weighed heavily on the state revenue allocation.
Uduaghan added that the exercise was thorough and exposed the flaws in the system that all loopholes had been plugged.
Commenting on the attitude of government towards casual workers in the state, he said he was embarrassed by the unwholesome attitude of top officials of his administration.
The governor accused the government functionaries of insincerity, explaining that converting them to permanent staff was supposed to be done urgently but was being delayed because of the dishonesty introduced into the exercise.
Uduaghan said as at now, the names compiled were as many as the entire permanent work force in the state civil service and charged those handling the issue to look at it critically.
Speaking further he said: "This casual workers issue was supposed to be a simple exercise but what do we see? We see dishonesty, insincerity on the issue. There are so many names on the list which is almost the size of the current workers."
Explaining that the casual staffs were receiving salary before he gave the directive for ministries and parastatals to make them permanent staff, the governor said all that was required at that time was for them to lift those names and make them permanent.
He said instead of doing that, top officials added names to the original casual staff list as if it was a fresh employment.
The governor, who promised to inject money into car and housing loans fund, urged those handling the scheme to be transparent and judicious.
He also promised to give labour executives vehicles for their movement especially for interacting with all branches of the Nigeria Labour Congress (NLC) and TUC.
He urged civil servants in the state to cast their votes during elections, explaining that it was when they vote that the best candidate would emerge.
