Delta State Governor, Dr. Emmanuel Uduaghan has said that good governance is important in re-building the confidence of tax payers on leadership.
Dr. Uduaghan, who said this during his contributions at the First National Round-Table Strategy Session on Internally Generated Revenue (IGR) organized by Nigeria Governors’ Forum in Abuja, explained that the electorate would be motivated to pay tax when they enjoy the dividends of democracy.
He noted that the electorate would not complain or question their leaders on how they use the money they get as federal allocation and the tax they pay, if the government performs its responsibilities.
“My believe is that, when a leader performs or delivers the dividends of democracy to the electorate they will be motivated to pay their tax. The people complain when they don’t enjoy the dividends of democracy and ask questions what the money they pay as tax and the federal allocation to the state is used for,” he said.
The governor also advised that the integrity of tax collectors should be addressed as most of them collect tax and don’t remit it to government treasury.
According to him “In my state, I have made it mandatory that with effect from 2010 every tax payer in the state is entitled to a tax certificate. If a tax payer do not have a tax certificate then the person should know that the tax he paid did not get to the state coffers.”
Answering questions from journalists after the session, Governor Uduaghan urged all oil companies operating in the Niger Delta to, as matter of urgency, relocate their headquarters to the region if the area must witness meaningful development.
“The oil companies must move their headquarters to the Niger Delta. Shell, Chevron must bring their headquarters from wherever they are to the Niger Delta because that is the area of their operations. There is land for them to put their headquarters. Peace is there for them, there is place for their children to go to school, the environment is quite okay for them.
“There is no need to put their headquarters else-where. It is depriving the Niger Delta of a lot of things from the headquarters of the oil companies. It is not done anywhere in the world.”
