WHY WE BELIEVE IN THE PRINCIPLES OF ACCOUNTABILITY AND TRANSPARENCY, BY UDUAGHAN

THE REPRESENTATIVE NEPAD, MRS. IMOMOSI UMOLU PRESENTING HER ADDRESS TO GOVERNOR EMMANUEL UDUAGHAN, DURING THE INAUGURATION OF AFRICAN PEER REVIEW COMMITTEE (APRC) AT THE GOVERNMENT HOUSE ASABA.
The event of today, the inauguration of the State Working Group (SWG) on the African Peer Review Mechanism (APRM) is significant in many ways, especially in the process of coming to terms with the various economic and other realities that face us. May I use this opportunity to congratulate our African leaders for the establishment of the New Partnership for African Development (NEPAD), which is a precursor to the African Peer Review Mechanism.

2. By their action, the leaders have exhibited their belief in the capacity of the African people to take the initiative on the various development challenges that face the continent and in the process, provide viable solutions to address them. In the past, leaders in the continent have had to rely on development theories and plans produced in the developed world, which were not linked with our peculiar opportunities and challenges. Owing to the general failure of most of these foreign ideas and plans, African leaders developed NEPAD, as a form of home-grown solution to the problems of Africa with the APRM providing the core values.
3. The African Peer Review Mechanism, for whose sake we are inaugurating the State Working Group has series of benchmarks that African leaders have developed. These are to be used as a platform to mutually assess the progress, successes or failures of one another on the overall goal of good governance. There can hardly be a better mechanism than this, where countries in the continent have the opportunity to learn from the experiences of one another.

4. Distinguished Ladies and Gentlemen, the Delta State Government believes in the principles espoused through NEPAD, especially as it relates to accountability and transparency, which are the core values of APRM. This administration is putting in place, an extensive process of consultation and commitment towards openness, so that the people become part of developing, enunciating and implementing government policies and programmes. We are conscious that government cannot achieve the desired results without the people. This explains why we continue to develop a system, which involves the support and constructive partnering of the people with the Government.

5. Let me use this opportunity therefore, to call on all stakeholders in governance to develop a better understanding of what helps government to function effectively and achieve an integrated economic, social and political progress. It is essentially the contribution of transparent and accountable institutions, strong skills and competence, and a fundamental willingness to do the right thing at the right time.

6. I wish to congratulate the chairman and members of the State Working Group for their appointment. I am convinced that your selection, which was meticulously carried out across a broad spectrum of several layers of our professionals, the academia, bureaucracy, trade unions among others, is an indication of your integrity and antecedents, which are in line with the ideals of the APRM. The calibre of people we brought into the Group clearly spells out the seriousness we attach both to the Group and its assignment. I hope you will contribute to the development of our dear State through this all important responsibility by carrying out your tasks with zeal and transparent commitment.

7. Ladies and Gentlemen, no doubt, more challenges lie ahead in our march to social, economic and political development. I, therefore, use this medium to call on all Deltans to continue to support this administration as we continue in our determination to open up governance through transparency and accountability.

8. Dear Compatriots, it is now my honour and privilege to inaugurate the State Working Group (SWG) of the African Peer Review Mechanism (APRM) to the progress of our dear State, its governance and the glory of God.
